Old Shingles
Sometimes, roofers put new shingles on top of old ones. This is generally a bad idea, because if the old shingles are wavy, the new ones will be, too. That means your new shingles are behaving like old shingles, which is not what you want. The old shingles should always be removed before new ones are installed. If any roofer suggests layering shingles, find a different roofer!
Workmanship
At the end of the day, the issue may be simple installation issues. If the previous roofer didn’t align your shingles or nail them down properly, you will probably experience wavy shingles.
